NPC Fleet Formations Empty NPC Fleet Formations

More information coming soon on this, but wanted to get a placeholder for it.

Please start thinking about different fleet formations for different fleet sizes. Please remember this is 3D Space and all formations need to take the X, Y and Z coordinated into consideration.
